68 degrees

Ok, check it out, it was 68 degrees at 5:30 pm on Friday, so dude with the pea coat and scarf (not "hung loosely around neck and dangling scarf" (not that that would've been ok either, but so the reader understand the full extent of the ridiculousness) but "wrapped tight all the way around neck up to your chin like it's 15 degrees scarf") knock that shit off. Seriously, man, you looked good, you obviously put thought into the outfit, but it was 68 degrees. Sixty eight fucking degrees.

technically, "not that that would've been ok either, but so the reader understand the full extent of the ridiculousness" should have been in brackets.
he was most likely samoan. 90 degrees to us feels like 70 to them and 80 feels like 60. so it must have felt like 48 degrees and since it dusk and maybe he was going to be out late. he dressed as if it was going to "feel" like 38 degrees. he was a smart and warm samoan. not only fashionable but a smart and warm samoan.
